We never do. We have asked the customs guy a few times about these types of things and they just laugh.
Loads on here will tell you to declare. Maybe they are right. I dont think they are interested in these typed of product really. |

I declare everything, agent laughes and we go on through. I'd rather be safe than sorry and it only takes an extra minute.

Formerly didn't declare tea, coffee and chocolate, but apparently the rule is if one can consume, one declares, so we thought better of it. We are always sent to customs secondary x-ray, only takes a few mins. Generally, as long stayers with one cabin sized case, perhaps they may not believe what we declare so secondary x-ray it is, *shrugs*.

Whilst travellers can argue the toss whether one should/will/won't declare, Custom Border Patrol rules are specific, we'll abide vs facing an officers wrath compounding their rules. From the CBP website, which clarifies the declaring stance:
What are the general foods that can enter the United States? Even if you believe a food item is able to enter the United States you must declare to the officer that you are bringing food back. Failure to declare food products can result in up to $10,000 in fines and penalties.
