This is the response I had from the email I sent asking why some CMs were not allowing substitutions when the UK PDF clearly says you can.

If you will indeed be visiting by the end of this year, then we recommend that you have a copy of that PDF file on hand just in case. In any event, it is always a good idea to have the information about your Dining Plan, whether you have it printed or on a mobile device, so that you know where it is accepted.

I completely agree with you. It clearly states you can swap and I'll be printing out the PDF too.
