Are you sure? I flew with a 15mth old in September last year and without a seat he did not qualify for a meal.
This is from Virgin website: You need to book meals for children separately Important: Be aware that children's meals are NOT booked automatically, and need to be ordered online at least 48 hours before you fly. You can order a kids’ meal through My booking as soon as you book your tickets, or you can call us on 0344 874 7747. Please note that meals can’t be booked for unseated infants. I just don't want you to get on expecting a meal and not have one as we never have.

This was our experience too. We were told we could not request a children’s meal until check in at the airport and even then that was if there were any left, we just took our own snacks and got bits airside.

They ran out on ours too. And that included my daughter who had a seat and a meal booked!
That said they made one up for her which was basically an adult pasta and loads of snacks and yoghurts, so she was fine! My son hasn't had a seat though and he's not had one. This time he's not 2 yet but I've booked him a seat so we've got a meal booked too.
