Interestingly our rental car from Alamo is out of state ( Illinois ). It had a Transponder on the screen by the mirror. I was told by the rep at exit not to use it as all the cars are registered as Platepass. He gave me a printed sheet along with my contract that explained how the Platepass works.
This may be different for Avis of course. Worth calling Avis locally to find out.

I also noticed this although I was not sure they still had them in the cars but Avis US site does still say.

State of Florida
In the state of Florida, vehicles are equipped with a transponder tag. The transponder is located near the rearview mirror. To use the transponder, move the switch into the “on” position as you drive through the designated Sun-Pass Only, ePass Only or Leeway High-speed lanes.

If the transponder was set to no and you go through a toll without paying, it automatically triggers numberplate recognition. AVIS will charge the credit card just under $20 + tolls. (Don't think there is any way round that as you sign up to it as part of the rental agreement.)

When we hired last time from Avis the car didn't have a transponder in the box and we kept getting messages on the toll booth information board as we drove through.

Needless to say I was a bit concerned and liaised with Avis who assured me it would all be done on number plate.

It was and a few weeks later the charges went through as per monthly maximum.
