I wonder if we picked one can we change it nearer the time before that date that they have to be done by? Are we charged then or now?

once it's chosen and paid for it cannot be refunded; even if your stay is cancelled (i can't remember where i read that)

It's on Disney's blog page that announced this new MagicBand option:

disneyparks.disney.go/bl...-world-resort/

"Your credit card will be charged when you place your order. Once personalized, upgraded MagicBands cannot be canceled, returned, refunded or exchanged, even if the hotel reservation is canceled".

The above (and later on in the ts&cs) does stipulate that the order can't be changed/cancelled "once personalised". Which implies you might be able to change it before it is personalised (whenever that happens).
