I'm not 100% sure but I think sugar keeps indefinitely, that might be why there is no use by date on the packet. I know that there isn't a use by date on my granulated sugar nor on my caster or golden caster sugar packet.

Sugar does not usually have a date on it as it is a preservative, I've used sugar that has been in the cupboard a few years and has been fine, if you're unsure taste a little bit, if it tastes fine it will be ok to use.

I’ve used normal caster sugar in place of golden in a baked cheesecake. It was fine.
