Easily accessible hotels for disney

I'm trying to plan a trip to disney and universal in October. It's a very specific type of holiday - we're taking a 12 year old friend of ours who is in the middle of her second bout of cancer. I need to find hotels (was thinking of I drive or Kissimmee maybe) where transportation to disney is easy. I have never driven abroad ever so don't really want to start now so I need to find somewhere to stay that is

A). Wheelchair accessible;
B). As easy as it can be to get to disney without being in a Disney hotel (which would be my preference as it's so easy). Preferably a hotel with more frequent shuttles that might not be cram packed)

Doesn't need to be as easy for universal as I intend to book into a universal hotel to get the hour at the beginning of the day as she won't be able to queue as much and I found it much worse than disney for queues.

A few questions too-

1. I know disney have stopped folk going to the front of queues for disabilities etc - is this a blanket ban now?
2. What is the policy at universal?

Just giving this a bump.

Have you researched hotels near DTD -DownTown Disney Hotels
ROSEN POINTE seems popular
and have you looked into all options for on-site resorts at WDW ?

Hi mr B thanks for replying,

There aren't any of the budget disney hotels left for October, and as I'm trying to fund the whole thing myself I can't afford the moderate ones, as circumstances dictate it has to happen fairly soon. I've looked at hotels in various areas and can see that they have shuttles to disney but reading reviews they sound really busy, we will have the wheelchair too, though she can stand and walk a bit too.
