Please remember that the date of the 15th was just a comment made by a random person on the Disney blog. There's nothing official as to when this will happen. That's not to say it won't happen today, just that it might not happen today.
On that same blog there was someone who said "only new reservations from that date on will qualify for this upgrade" and there was someone else who said "we booked in April and we were told we can definitely take advantage of the upgraded magic band". So, who knows! I suspect the people who answer Disney's helpline know about as much as we do.

Unfortunately I'm a glass half empty person at the moment with my life's current events, looks like its spilled over into my Disney planning. I await with anticipation...keeping everything crossed. |

Apparently it will apply to existing bookings and you'll be able to upgrade from today at some point.

I saw screen dumps from an online chat saying that it is coming soon and the exact date is not released as yet. Also says it will be available for those that haven't yet selected their magic bands.
That information is only as good as the knowledge of the Cast Member giving it though

Yeah they basically don’t seem to have a clue when it’s going live. Might be today, might not be. Who knows?!? It’s only a magic band, we still get a free one, saved some money I guess!

Just called Disney and they said they don’t have a date when they will be available and the launch has been pushed back
