For leggings, I’ve always bought Ronhill - I’m a size 14 too and they have solid waistbands and are good to stay up. I’ve never paid full price for a pair, I use Sports Shoes, Start Fitness, Wiggle and eBay to find last season pairs. I was also bought a pair of Lucy Lockets for Christmas, which I love - the patterns are amazing, and they’re great to stay up. They’re £33 a pair but often do offers.
For tops, I buy Spiro t-shirts. Most recently got them on eBay for £12 each. The sizing isn’t that generous, I went for XL as I’m quite busty and I didn’t want them too tight. I’ve had some of them printed with designs on to brighten them up. Edited to add, these are the t-shirts I buy - outdoorgb/p/Spiro_Wo...SABEgLt7vD_BwE

I'm size 12/14 & I have always found M&S workout bottom excellent, tight but very comfortable for running in really keep my leg muscles nice n warm. Tops I buy any variety that I spot I like even use a couple of Rain Fortest tops bought in WDW

I have some leggings from Aldi that are really good plus Very's own brand as well as Under Armour and Nike. Matalan are OK as well.

Try Decathlon, I’ve got a couple of their running leggings, high waisted and have the drawstring so don’t fall down, great price too
