Dog issues again!

I love my house and I love where we live. It’s ideal and we have spent a lot of money to get it as we want it. However I feel like we are being forced out of our home due to our neighbours dog. But financially we can’t afford to move.
3 houses down the couple decided to get a dog for hunting. She is kept outside and not taken hunting very often so stuck in her pen 24 hours a day crying and barking!
The RSPCA have been out and because the dog has shelter & fed etc there is nothing they can do.
The barking and crying starts at around 4am in the morning and it’s driving me crazy, I am so tired and grumpy! It’s just not fair because I am snapping at the kids etc.
They was reported to the environmental health and whilst they was under investigation the dog was managed better, no barking during the night and less barking during the day. So the council was happy with that and did not take it any further.
Now the investigation is over the dog is back to square one crying and barking day & night.

I have spoken to owners and expressed how much it is effecting us. Basically they said tough! It’s a hunting/working dog.
It is kept in a small area about the length our our car (Ford Focus) and half the width of our car. Day in, day out. We have heard the owner shout at the dog and what sounds like him hitting/kicking the dog then the dog screaming!
I was talking to their next door neighbour today who’s husband witness the beating and told his wife that the owner had just beat the s*** out of the poor dog.
They don’t want to get involved by ringing the RSPCA as it’s obvious who would have witnessed it (they are the only ones who could see it)
Cruelty needs to be seen and not acted upon otherwise.
So basically this dog is not happy! It lives in a small area 24 hours a day, has no socialisation, cries and barks all the time.
To make matters worse the house dog they have sits at the patio which sets the outside dog off crying and barking more.

We can’t move bedrooms, front bedrooms are the smaller ones. Council don’t think it’s bad enough and RSPCA are not interested.
Why is it ok to treat a dog like that?

It must be very upsetting for you, I know it would me.
The only thing I can suggest is to try and get some evidence of the barking and crying, perhaps recording it with proof of the time and getting in touch with the council again.
I’m sorry, but there is no way I could ignore somebody mistreating an animal.

I couldn’t know that and do nothing about it - poor dog 😢
I’d have to report it, if you know for sure that the dog is being abused.

You can report a dog noise nuisance to the RSPCA and ask them to visit and see the dogs conditions

If no one is willing to do this then I am afraid the simple truth is the dog will continue to suffer. I would add, the RSPCA have a duty I am surprised they do not care. however, as you said, if no one is going to report it then they will not know

I have no advice, but how truly awful for both you and that poor dog. Shame they can’t get the poor thing rehomed with people who would look after it and love it.

As someone who has also had to deal with neighbour noise issues you have my complete sympathy.
I would make a record of the noise (backdate it as far back as you can remember) and then get in touch with the council again. Ask if they can supply you with some noise recording equipment and maybe also take some video evidence yourself. Hopefully if they get enough evidence they will be able to issue a noise abatement notice. Good luck!

I contacted the council and they contacted the dog owners and explained that the dog barking would be monitored and recorded. During this time the owners managed to keep the quiet. Then before Christmas we received a letter to say that they are happy with the noise reduction, the owners have sorted the issue. And the owners got a similar letter. Literally 5 days later the dog was back to square one barking and crying constantly.
I have got back in contact with the council and need to fill the diary in again but apparently by law if the dog is being recorded the owners need to be informed. Therefore the owners will keep the dog quiet whilst being investigated (if that makes sense) even the lady from the council said it’s crazy because anyone with a bit of sense will keep noise down whilst being monitored.
I rang the RSPCA about the violence but they said they can not act on it because I did not see it. They have been out to the property before due to 2 other complaints but it has cover and is fed so nothing they can do.
Their neighbour who saw the violence is not prepared to get involved due to fear of repercussions.

So other than constantly re reporting it to the council with no long term results I can’t see it getting any better.
I actually pray that the poor animal is re homed. I am not actually sure it could be re homed because it has been kept away from humans & other dogs. Just used for hunting rats & rabbits

It’s hard but if you can’t afford to move and can’t stand the noise you have to persist with the council. Get back on to them. Explain it stops when they know it’s being monitored and begins again when they are told it’s better.

We had a problem with a neighbour (music). It was a nightmare. Other neighbours all complained to us, but left us to deal with it and the fall out!

But we persisted with it with the council. Had monitoring equipment in. Our neighbour was prosecuted in the end.

We also got our local councillor involved. He was brilliant. Even turned up a few nights on his bike unexpectedly to ask us how we were and how the council were getting on dealing with it.

It’s horrible, not easy but if you can’t move you have to do what is needed.

Sadly from experience we have never found the RSPCA of any use. Our experience in another matter, they were more interested in their money than an animal’s welfare.

The council have a duty to deal with noise nuisance. I’d be keeping on with that route myself.

If it goes quiet when being monitored they clearly know it’s a problem. So I’d keep with the council route.
