Is anyone expecting the dollar rate to improve after brexit end of feb

Assuming nothing changes in the next week, we will leave the EU at the end of January, not Feb.

I don't expect the pound to dollar rate to change much between now and then. The temporary EU withdrawal agreement has now been made law so I don't expect there will be any great uncertainty or turmoil to affect the exchange rate. The dollar rate might improve slightly because of that lack of uncertainty but I doubt we'll see significant changes.

This will already be baked into the rate. Unless something big and unexpected happens, then it is unlikely to change much.
But to be honest, no one knows.

Why would it improve? Unless we secure a deal with the EU by the end of the year we are stuffed.

By the way, Barclays are predicting an end of year sterling rate of just $1.10

No it wont. If anything at best it will remain as is.
Transition period until December , big IF on UK getting trade deal done by then ( very very unlikely ) ...all a recipe for a £ going south.

Happy if it stays around 1.25 -1.30 as it's at least better than last time we went in 2017. Going next year so hope it stays a decent rate. Remember the days in 2007 our first visit. Got 1.93 distant memories. !
