Premier Inns are usually cheap enough for a party of 4 adults to book 2 rooms.

We have in the past shared a room with our adult son. The last time we only checked in at 2am and we had left by 11 ! I wasn’t booking 2 rooms for a few hours sleep.
Yeah, I totally get why they have the limit. We asked in London if it would be okay one time and they said yes so maybe it’s just to put people off doing it but they don’t really mind all that much if you’re not going to trash the room!

I know when I was 16 I would have been anxious on my own. Also if you’re a lone parent with two kids (which I am on occasion) there’s no way to manage it in two rooms either. I’m just going to book a family room. If they ask for ID he won’t have it...
I mean chances are they won't check and I've done this before but from their perspective, a 16 yr old is an adult. They can get jobs, get married, join the army so why not sleep in their own room. I would have hated sharing a room with my parents at 16 but everyone is different. If you and he are not comfortable then I wouldn't worry too much. As you say, most under 16's wouldn't have ID anyway so even if they did ask, you'd have a valid argument.

If you were a lone parent you wouldn't have to worry as you could have 2 adults and a child in the room. It's only if both children were over 16 that you'd need to get 2 rooms. Premier Inn seem to be very accommodating with regards to individual circumstances so you should be fine.
