Everyone is different, if you are going to spend the entire holiday worrying about “what if we test positive” to the point it spoils the holiday then postponing makes sense .
If you can take a “what happens, happens “ stance and have in mind what you’d do then probably not.
By November plenty of people will have already travelled so it won’t be the unknown it is now as you’ll know what the experience of others was.
Over the years I’ve missed “non changeable “ flights, had flights cancelled, needed to stay longer or return earlier and none were ever complete disasters and everything worked out.

It’s an absolute nightmare, I can’t see how any decent parent would risk locking their kids up in a hotel/motel for 10-ish days at the end of a vacation. But we don’t know if this rule will be enough to force the travel companies to allow free holiday changes (paying difference in price but no admin fees)
If you’re concerned then cancel. I get free changes with my virgin flights, if I don’t feel comfortable with the testing/chances of quarantine then I’ll postpone to next year. I think most airlines have flexible booking policies at the moment.
