That would suit me rather well in West Cornwall on the roads right now. I would be travelling no slower.. and no faster than anybody else.

I don’t believe it would.
The country has the lowest attributed deaths in the world and not all of those are because of speeding. Whilst we still have internal combustion engines (diesel and petrol) this will perhaps increase emissions as it will take longer for engines to get to the optimum heat. In fact where low speed 20mph speed limits have been put in place emissions have gone up. Also the main diesel polluters are busses and trucks, who don’t exactly travel fast through cities. Finally, congestion. Nope, people do not want to lose their privacy bubbles and independence, all it will do is reduce the speed and increase the congestion time. I do envisage speeding fines to increase, but outside main cities, there are not the police officers to enforce current speed limits. Finally, just like stop start systems designed to reduce emissions, you can code those out to prevent them working, I’m sure some enterprising people will be on this too

To rephrase cartoonp's comment slightly:
Why do the vast majority of cars configured in the UK need to go over 100mph when the UK speed limit on a motorway is 70. I mean, it's not like the vast majority of people are going to take their 1 litre Polo Match (or Golf, or Corsa, or Astra, or Fiesta, or Focus, or...) for a spin around the Nürburgring. You could argue that, except for specialist sporty cars that might be taken on a race track, all cars should be limited to around 80mph by default. (I'm not suggesting I'm in favour of this, just that it does make some logical sense).

But then that makes me wonder why smart motorways exist. They have variable speed limits to reduce speed at certain times in order to reduce congestion.

They are used to reduce congestion by reducing the speed limit in order to prevent stop-start traffic jams. By slowing traffic they also increase the capacity of the road, because slower vehicles travel more closely together, making better use of the available road space". Anyway, here we're talking about making sure people stick to the current speed limits and don't break the law. Not reducing the speed limits.

If it's important to limit a car's speed I would suggest it's just as vital to do the same with vans and lorries!

I believe the new ruling states that all new vehicles need to be fitted with a speed limiter from next year. So it includes vans and lorries.
As previously mentioned, the new safety measures don't just include speed limiters. They also include: data loggers, autonomous emergency braking, lane keep assist, a driver fatigue detection system, reversing sensors or cameras I can only assume that new vehicles will jump up in price when these items are all included as standard on new models. It's interesting to see people are more concerned about speed limiters and not so bothered about, say, data loggers or autonomous braking. Considering how close some people drive behind me sometimes, having an autonomous braking system that would keep them a reasonable distance away would be a good thing (IMO).
