So far it is only Animal Kingdom where you can use MDE to order food. It is available at:
Flame Tree BBQ
Pizzafari
Restaurantasaurus
Satu'li Canteen

You cannot use your dining plan yet, only a credit/debit card.
At some point in the future they are looking to make it available for dining plan
