You could probably purchase one while you're there. Alternatively you can buy fastpasses from the DLP website before you go.
Not sure if EoS will accept the meal voucher, at DLP the dining plan is based around table service or buffet restaurants.

From when we last visited if you stay on site you get 1 fast pass each day. We had to go to kiosks near the ride scan your ticket and it would give you a time to come back. The dining plan you can use at counter service places too I think bit not sure as we only use buffet restaurants. There should be a list on disney site.

as in, generally how do fastpasses work at DLP?
They are free, and you get them from the fastpass machines near the entrance to the rides which have fastpasses (not all rides at DLP do). You can hold one fastpass at a time, and its a 30-minute fastpass window (the window will be printed on your fastpass).

Earl of Sandwich is not on the dining plan at DLP.

Incorrect
There are 2 types of Fastpasses available at Disneyland Paris

Free Fastpasses
These are obtained on the day in the park from the Fastpass kiosks located beside the rides. They are available to all, no matter what type of ticket you have

Paid For Fastpasses
disneylandparis/en-ie/fastpass/
There are paid for Fastpass options, which cost between €30 and €150 per person, depending on low or high season. There are two types of paid for Fastpasses, one which gives a one time access and one which gives unlimited access.

Incorrect
The dining plan at Disneyland Paris is based around Disney OWNED restaurants. As Earl of Sandwich is not owned by Disney, the dining plan vouchers are not valid there.

All park guest whether they stay on site or not can use the free Fastpass kiosks.

I knew yiy got 1 fast pass a day but wasn't sure if you had to stay ondite. In florida you can use a meal credit in Earl of sandwich so it's strange you can't in dlp but I've never tried.

This is absolutely correct. Unless you are going on the busiest days (mid-summer, christmas etc) then the paid-extra Fast passes really aren't needed.
Dining plan also comes at 3 levels depending on which hotel you stay at
Standard plan - Davy Crockett, Santa Fe, Cheyenee
Plus plan - Sequoia, Newport Bay, New York (after 15th June)
Premium - Disneyland Hotel.
The level denotes which restaurants are completely included in your vouchers, but you can use your credits at face value in any restaurant owned by Disney (therefore excludes Earl of Sandwich, McDonalds, Rainforest Cafe, King Ludwig's, Planet Hollywood, Vapianos and 5 Guys).
The values are (in Euros):
Standard plan: 29 Adults, 17 children (3-9)
Plus plan: 37 Adults, 18 children (3-9)
Premium : 60 Adults, 35 Children (3-9).

Are the credits per meal please or per day? As we are staying at Sequoia we will get the 37 then. Thank you.

Yes, exactly. The dinner credits are 37. You can use them at lunch time or dinner. There are websites which break down all the options and venues for you.
The online booking links are now in a sticky at the top of this forum.
