Your question is too wide for a detailed answer in here. Yes you can buy both direct and resale no issues from the U.K.
Do a lot of research on here, the Disboards DVC forum and start by reading the articles in disneytouristblog. Also all the articles on DVC info. Learn the advantages and disadvantages direct v resale. Spend a few months of detailed research, then I suspect your daughter may have questions we can try to answer.

Thank you, she has done a bit of research and would like to buy direct through Disney I was a little confused though as the guy she spoke to said her Home resort could be AK I thought they were only selling at newer resorts.

Disney buy back contracts under the ROFR (Right of First Refusal) and then sell them to customer direct.

As far as I am aware if your DD is wanting to take out finance it cannot be done in the UK with Disney, it would have to be whilst there, and their finance is very high. If she doesn't need finance or is arranging something here then I think she can buy direct from Disney.
As far as home resort being AK if this is her preferred home (which is our home resort) Disney will either have the points if they have already bought them back through right of first refusal or they will do this once they know how many points she wants. We purchased direct with Disney in 2014 but I know that a lot of people purchase resale as they save a lot of money this way. For us it worked buying direct and I have no regrets. However, having said that we purchased 162 points and have no desire to add on. If we need more accommodation we will either rent the points or pay cash for a week. It just wouldn't be worth us purchasing more points and then the extra annual dues each year as we would rarely need this.

If she definitely wants to buy direct then she can arrange most of it via email with the guide she spoke to. They’re very used to UK buyers and should be able to make it a quick and easy process.
I would make sure she is fully clear why she doesn’t want to buy resale, though. Obviously, it is a personal decision and everyone has their own reasons, but I hope she isn’t doing it because of some perceived perks, which may not exist. |

I think she didn't want resale as she was hoping to have a holiday this year with 2018 & 2019 Points and Resale did not seem to have any, Disney have offered her that & Dave's Rental waned about £7000 to rent so it worked out about the same price

If buying direct, can you pay by credit card? Or does it have to be a bank transfer type thing? Just wondering as I’m guessing using a Halifax clarity would be the cheapest option if they accept CC
