Yes, although this is only for the Tier 2 rides. There will be a couple of rides in each park that won't be included in Genie+ and you will have to pay separately to skip the line for those.

Yes, but only if you want to purchase Genie+ on each of your 7 days. You may only want to pay for it once for each of the parks - so "only" another $180 to find. Or you may not bother with it at all and decide just to join the standby queues of the Tier 2 rides.

Correct, there is no guarantee on how many LL passes you will get with your Genie+. It could be zero, although this is highly unlikely. It could be just 2 or 3. It could be a dozen or more.

It depends on a lot of things: how busy the park is, how many other people have paid for Genie+, which rides you choose to get LL passes for, etc.

Back when Fastpass+ was a thing, there used to be fastpasses available for some of the rides on the day. This was in addition to the 3 you could book beforehand. And that was when fastpasses were free and therefore more people were probably using and booking them. I would therefore expect slightly more availability with Genie+ than the old fastpass+ system.

I would guess that in an average 8 hour day, you will generally be able to book at least 4 LL passes. Probably more on a good day.

They've got rid of the old fastpass kiosks that possibly could've been repurposed for this new system. So, yes, it looks like it'll all be done via the app on a smart device. If you don't have a smart phone then you'll just have to queue up the old fashioned way.

We only plan to go to one park buying a 1 day ticket.
Can we purchase Genie+ and IAS for the same day to get maximum chance of doing all the rides?

Yes you can, but note there's a 2 passes per day limit on IAS. There shouldn't be more than 2 attractions on IAS so you should be able to do them once each, but we don't have the list yet.
