Yeah, that rule of TP's crowd calendar is a bit random. Still, most of the rules it uses are based on some previous data or experience.
Use them as a guide and don't expect them to be correct all the time. Many people do plan some of their holiday around these guides, and they can be better than no guide at all, but there are no guarantees that they will work. It's also worth remembering that just because a park is "most recommended" on a particular day, it doesn't mean the park will be quiet. If you are visiting during a busy period (eg. during Christmas hols) then the parks are going to busy no matter what. As SMAX says above, the DIBB's busy day guide does recommend that onsite guests use EMH. Although the busy day guide does tend to be aimed more at offsite guests.

Rather than start from a random point I use the BDG to make the first attempt at a plan. If it doesn’t fit with other plans e.g. I want to spend my birthday in MK, or the only time I can get a particular restaurant is a different day then I’ll ignore it. We stay onsite so will at least make an attempt to use EMH plus make sure our FP are booked relatively early so we can book more. Sometimes my plan works well sometimes not so well but we always have a great time either way.

I always thought the thing where TP recommends a ride just because it hasn't recommended in the past few days was so that if you were there a week, you actually got to go there rather than thinking there was never a good time to go.
I may well be wrong, of course!

Yes, that's the reason for doing it.
However, that means in this case that they don't take into account wait times or crowd levels at all. They will recommend a park based purely on when it was last recommended and not how busy they think it will be. The park might be the busiest it's been that week but they'll still "recommend" it just because they haven't recommended it in the last few days. So, it's not really a recommendation at all. (It would be a bit like awarding England the World Cup not because they have won all their games or because they are the best team but only because they haven't won it since 1966. )
