You can, because they won't turn you away but most people are not in shorts, definately not park wear. I'd say smart casual.

We went for lunch and was smart casual and everyone else was. Fantastic food bytw we are going back in June!

Smart tailored shorts in all Disney except Victoria and Alberts is usually sufice.
