There really isn't a problem. There's a certain amount of hysteria on The Dibb regarding Dollar and toll charges. Just opt out of the toll pass, you won't need it. By far the cheapest way for the average Dibber to travel around Orlando is to pay cash on the toll roads. Some are unmanned, but it's really not difficult to get quarters in your change and use the machines. If there's a problem with the machine just phone the number on it, or take a quick pic and phone when you get back to your room.

Some companies e.g. Alamo, charge $4 per day to use Sunpass. This means if you drive on a toll road that costs 25cents, you'll pay $4.25 for it. They cap the charge per rental period at $20, so if you drove the same road each day for 5 days it would cost you $21.25.

If you did the same 25cent drive with Dollar for 5 days it would cost you $1.25.

If you do mess up and accidently drive through the electronic pass it will cost you $10, so you won't be left destitute! If you're really stupid and manage to continually mess up, then the charges are capped at about $90 per rental, and you've probably already saved that by booking Dollar anyway!

And to the OP, last time we flew into Miami we rented with Dollar as even including the cost of the toll pass it still comfortably beat the opposition on price. However, we realised that although we were travelling around a bit - Orlando, Cape Coral and going down to the Keys, we would only be using the cashless tolls returning to the airport (all of the others were cash, as most are).

As we would only go through two cashless tolls 'illegally' it cost only us $20 (plus the tolls that you pay anyway), so considerable less than the full Toll pass charge. Something to consider although I know some people will be having palpitations right now!

Advantage with Miami cashless tolls; easy to avoid, other options for from/to Mia that don't take one out of their way either. A quick search on Google maps, selecting avoid tolls, throws up options.
