The paragraph you quote starts "If interest is payable" [my bolding]. From the MSE website -

Good for cash withdrawals: Barclaycard Platinum travel card as it has no cash withdrawal fee, and charges no interest on overseas withdrawals if you pay IN FULL every month. It's 19.9% rep APR on spending if you don't pay in full.
So, if you pay in full by the statement payment due date, the withdrawal will be interest free

Going back to OPs question. We're not that close to a WaWa is there anywhere else that doesnt charge for withdrawals I understand CVS does cashback ?

Just been to Wawa and managed to get $600 out the ATM using the Halifax clarity card.

There are so many options these days. We have always used our Clarity card in the past but have now moved over to a Revolut card for everyday spending and cash withdrawals.

We still use the Clarity (or the MBNA Horizon) card if we need to leave a CC for security deposits though.
