Mobile Tokyo Disney parks in February.

Has anybody been this time of year?

Im aware it'll be cold but that doesnt bother us at all. How are crowd levels mid February? Looked at ride closures for that time of year and only Splash Mountain is closed on our dates which is great =)

I was there first week of Feb this year, it was "quiet," by their standards but id class it as moderate personally. You'll still get everything done but fastpass was still essential. Hour plus waits without for the e-tickets. Around this time they have some student promos I believe so a couple of the DisneySea days seemed busier than TDL.

I found this crowd calendar pretty accurate, use Chrome to translate:

I second using a Japanese crowd calendar to check to TDR crowd levels. Also, weekends are crazy there as it's very much a locals' park.

It's a fantastic resort to visit! And love how people sit down for parades and things, means that everyone gets a great view!
