I lay my Pension on the fact that there is a lot more to it than just using the word Pet.

The thing is that sometimes the cost of an investigation compared to the financial return of a fine imposed by a Court is well justified.
Justice must be done and also seen to be done and if an investigation costs tens of thousands but only a £50 fine is imposed then in most circumstances that is fine. Otherwise we will end up like America where a sum of money is allocated to a murder investigation. The amount depending on who the victim is and the public interest in a case. That can never be right.

Unfortunately that’s not the process CPS use, if they can’t guarantee a conviction, if the cost of the trial is high, then they drop the case
