As early as possible with a company who allow free amendments & cancellations and then keep an eye on the price. if it drops, you can just amend the booking to the lower amount.. Once booked, the price won't increase.

On that note, I have some October 2018 prices available with Alamo

I have already booked for Halloween.
In the last couple of years, car rental companies have moved to the airline type pricing model which generally means prices go up the closer you get to the date.

OP. Virgin Atlantic used to do some awesome prices for advance bookings even 18+ months ahead. Not so keen their prices now but some are still very good.
Plus you can cancel and get a refund, you can't ammend though.
My view is to book a year in advance at least. Alawys best to lock in a price and then do further repeated research.

I think to book that far ahead is a bridge too far. However as I said you can with VA for late Oct 18.
