TBH & this is my opinion, it will be in for the whole of 2021, as that's the year currently carrying those excess points. It also saves them a bit of hassle as far as complaints, those like myself who had to make other arrangements due to the rule.
In truth though if it only really affects the longer stays, generally, then I don't think that they will be in a rush IYKWIM

This is our issue... our first stay with our DVC points and we can't book for the full two weeks for our party at 11 months out. We're going to have to book and hope we can switch out to a cheaper resort at 7 months, but if not, then some of our party are going to have to pay out of pocket for five nights... or more than likely I'm going to have to find it...!

I get that there are bigger things going on, and people shouldn't have to lose their points - it'd just be nice to be able to book my first DVC trip without worrying about still having to pay for £1000 of accommodation when we have the points sat there.

I think it could be re-evaluated early next year. Once they know how many accounts/dues might be behind (bookings frozen) due to the economic impact, and a clearer picture emerges of displaced points through 2021. I'm thinking January time. That's just a guess anyway.

I doubt they will change it part way through a year, because of the use years, so I expect it’ll be at the beginning of a year, I think it’ll be in place through all of 2021

Agree with you but they will also need to take into account when the USA Borders open back up. Unfortunately cannot see that happening any time soon. 🤔🤔🤔
