There was some kind of legal reason why , in all honesty I wasn’t listening to the finer details as there was too much else going on . It was just one of many changes happening and was really time consuming . I’m sure it wouldn’t have been done that way without reason. Like everywhere else staff are sick or self isolating so most process changes are about reducing administrative stuff not adding to it freeing up the remaining staff as much as possible for technical stuff to keep services working.
There’s an awful lot of below the surface stuff going on to keep things as “business as usual” .
