What time is the last monorail from Magic kingdom or does it run 24/7?

Magic Kingdom Express: 1 hour before park open to 1 hour after park close, not including Extra Magic Hours

Magic Kingdom Resorts: 6:30am until 1 hour after park close, not including Extra Magic Hours

EPCOT: 1 hour before park open until 1 hour after park close, not including Extra Magic Hours

Outside of these hours, alternate watercraft and bus transportation is available.

on a side not how do the people who work into the night get into the park and leave? (cleaners, maintenance men, chefs etc)

There is a huge Cast Member Parking Lot north of Magic Kingdom, and they get transportation from there.
ETA : and yeah, utilidors :p

If it's working! I have been amazed the last 12 months how often it is down for maintenance when we arrive circa 8.40am. Most days over our last visits. Plus 50% of the time it had gone tech as we were leaving so we had to use the Resort Monorail.
It's showing its age - like me!

To the Park yes, but not back to the TTC, just the ferry.
Actually I always hope the Monorail is down first thing because I ignore the Guys directing everyone to the ferry as I know they have buses. Plus they come in droves!
