Construction started 18 months ago and is planned to finish August 2021.

They started clearing the area about 18 months ago, yes. However, they only started foundation work (i.e. construction) earlier this year in February:

They continued to work on the foundations and started putting supports in back in April:

And the black support columns were put in place in early May:

And the first sections of track were installed in the middle of May:

So they started laying track about 5 months ago. They did not "start laying the track 18 months ago".

Disney has not stated when the Tron Lightcycle Run coaster is due to be completed other than it will be completed in 2021 before the 50th Anniversary.

Little lollies and bars of chocolate aren't very expensive. I had free dining and don't drink alcohol so my food/drink spend was minimal.

Have I missed something but I thought the majority of the mess was due to be sorted by mid 2020 ?

Granted not all of it but there is always something going on at DW ...

The work at Epcot is due to take up to 2 years - Spaceship Earth is closed throughout that time. We were there last month and I have photos in my trip report of the drained fountains etc. The signage came down from Club Cool when we were there as thats now closed for good. The main entrance to the central area of Futureworld does have lots of hoardings up etc but the rest of the park is absolutely fine. The building work for the rides (in any park) doesn't impact on visitors at all - you don't even notice it.

It isn't too bad but in true Dibb fashion a mountain has been made out of a molehill by some people. It happens a lot on here. I know of one first timer who cancelled her trip because of negative comments on here. I tried telling her it would be fine and she'd have a great time, to read comments, reviews etc elsewhere but she wouldn't listen. She was concerned about wasting money because people on here were making such negative comments.

Yeah, I mentioned this earlier. The work in Future World at Epcot will still be going on into 2021 (and probably beyond for some of it) and the Tron coaster will still be being built into 2021. However, the other stuff should be complete by mid 2020.
