I can only sympathise with you OP. We have a 14 week old (today) JRT puppy who we've also had since 8 weeks.

We are nearly there with the house training, just a few little accidents every now and again. She is very very stubborn. She has only had a couple of poops in the house and they were in the kitchen.
Her biting was really bad, now not as much. She has a few squeaky toys that we give her when she starts. This seems to help. Also shouting ow! really loudly as this is what the siblings would have yelped if they went too far when fighting.
Poor thing must've really been teething though as it totally put her off her food.

Good luck and hope he gets the message soon. It seems so much harder this time round.

Do you need him on the lead in your garden?
I never used the lead with mine, but I did spend literally hours each day outside with a bag of biscuits.
The lead wouldn’t have worked with mine as he actually likes a bit of privacy, so I’d be there, but not really give eye contact until he had finished, but then treat and a massive fuss.
It’s hard, but I would feed him at exactly the same time each day, literally to the minute, and then work out his routine. That’s when you need to be outside. After every nap, every meal, outside.
You also need to watch him like a hawk inside, so he can be picked up and put outside with a firm no the second the circling/squat starts. I could also tell with mine as his anus would swell a bit.
Crate training is good too because he shouldn’t go in his crate if set up right, so then take him outside and lots of praise.
Mine is 18 months old and still only poo’s on a lead when desperate

We used a puppy pen in our garden. She used to be popped in there and have a good sniff which I think helped her to go poop and wee. Once she was done lots of praise and super stinky salmon treats which she adored then straight back inside. She would have an occasional accident but that was our fault not hers. Don’t use puppy pads/newspaper
