Yes to both. You can also walk or get the boat to both Epcot and Hollywood Studios.

Swan And Dolphin are a little odd. They’re actually convention hotels run by the mammoth Marriott group with massive conventioneering facilities. If you stay for a week or more you’ll definitely come across the conventioneers on at least half the nights who completely crowd out the bar and sandwich places between noon and 2pm and 5pm to 7pm. Apart from that there’s really no downside. The two hotels are absolutely on Disney property, right next to Disneys Yacht and Beach Club hotels and The Disney Vacation Club Boardwalk Inn. Free Disney Transport is offered in the form of busses to The Magic Kingdom, Animal Kingdom, Disney Springs and the two Waterparks and boats to Epcot and Hollywood Studios, though both are walkable, especially Epcot which is an enjoyable stroll along The Boardwalk. You get 60 day Fastpasses and EMH (cast members at the park authenticate your early entry by asking to see your Swan and Dolphin room-keys which are dated). Finally you also get hotel delivery for in-Park and Disney Spring purchases.

However the Swan and Dolphin are not Disney Hotels, so you can’t get the Disney Dining package at all, not paid, not free, Disney just doesn’t offer it there. And there’s no Disney Magic Express (Disneys free airport transfer bus service) and you can’t charge WDW transactions to your room, nor to your magicband. Indeed, whereas Magicbands are provided for every Disney Hotel stay, they’re not provided at The Swan and Dolphin. On the other hand whilst you have to book WDW table service restaurants well in advance, you can just turn up and eat at all the Swan and Dolphin eateries except Shula’s and Todd English, although even these two are easily reserved a day or two beforehand. And you can charge all your purchases at both the Swan and the Dolphin to your room, no matter which of the two hotels you’re staying at. And if you’re a regular Marriott hotel stayer you can collect Bonvoy points which have a real value.

Indeed it’s that value that makes the Swan and Dolphin work. Last year our WDW fortnight was going to cost the two of us £6,000 at the Beach Club, with free Disney Dining but we could get the Swan and Dolphin for £3,800, albeit without the Disney Dining. However we then checked on Trivago and found the Dolphin at £2,500. That’s a lot of change available for food. We actually spent £1,000 on food for the two of us, but we’re not particularly big eaters...
