Anyone can use it so long as you're into MCO but I believe that the admin fee free trial ends sometime June/July 2020.

Even if it has stopped you can still use the Sunpass scheme with Budget just by driving through any toll plaza if you don't want to pay cash but there will be the Budget admin fee on top.
