Blue badge following PIP award

Our DS turned 16 in October and transferred from DLA to PIP. He is ASD, with adhd and is very dependent on us, compared to an average 16 year old.
The PIP went through on the paperwork, he wasn’t asked to see and assessor. He was awarded the enhanced general award and the standard mobility rate with 10 points. In reality physically he can walk as well as anyone, but he would not be capable of using public transport and finding his way around. In this way he is very vulnerable.
I applied for the blue badge which I believed he would be entitled to and which will be essential when he goes to college in September. We are applying for transport but if unsuccessful we would need to arrange a place to meet him and the blue badge would be invaluable. We would never use it in a disabled bag in a car park as he can walk and we would not take a space that someone else would need.
I did the online application and they sent a form about physical mobility which they’ve asked to be completed. There are no issues with physical mobility, but huge safeguarding issues from the autism, I phoned the council to speak to the blue badge section. The person I spoke to couldn’t understand why he hadn’t been awarded the blue badge as he has enough points, but all those who work on the blue badge team finish work at 2.30pm on Friday.
Hopefully they will call back on Monday or I will need to chase them. Does anyone else have advice/experience on applying for a blue badge for an ASD Young person. Thanks.

Hi
My DS (16 too) has cognitive delay -GDD & ASD we have just been through & awarded pip (after a horrid interview & application process) we scored 12 points for the mobility section(enhanced rate)- he is mobility wise fine but can not travel on his own due to his issues & safety/vunerability ... I was told he doesn’t qualify for a blue badge...! My understanding is u have to get 12 points in the mobility section that applies to walking distances & not needing assistance...
Think different councils have differing rules too!
The law is app changing this year to give people with ‘hidden disabilities’ more rights...

He would be entitled to a free travel pass (local buses and trains). My son has this and it has + carer so someone can travel with him free. He is the same, not physically unable to get around but totally unable to travel alone. X

Thank you for the replies. We spoke to the council who said there is likely to be new legislation coming in later in the year to take account of people who are not physically disabled but who have the mobility award.
I did know about the free bus pass, but he wouldn’t cope with walking through the large town where his college is, to get a bus home. We are applying for transport which we hope he will get. Plan B is I will pick him up on my way home from work.
We will also have mediation as we have applied for an EHCP and have initially been turned down, so I need to write my presentation for that. It’s never ending.

Unfortunately in my experience with my DS you have to fight for everything!

Thank you, yes it’s never ending, the senco at his school is very good, but he has only three short months left there.
We’ve two adopted children and so there are a number of battles to get the children the support they need.
