That is the UK Civil contingencies strategy- coral the groups together in accommodation (like we are seeing for the virus outbreak ) - provide water via bowsers and power by genies and it is easier for the authorities to control and police. Similar happens around the world when crisis happens - stadium in New Orleans ? Made perfect sense to me

didnt seem enough tents for the entire population to move into though and not that many people ?

and I'm sure if houses are intact (unlike new orleans) then we would be encouraged to stay put ?

still hopefully we will never find out

I agree I hope we never find out but I used to work in civil contingencies (albeit years ago ) and that was the plan we rehearsed - army tents and get them of homes into a camp

using cobra as an example the entire population of newcastle/tyneside/northumberland move out of their homes into tents?

that seems insane logistically ?

I've just been thinking about this show. Obviously it's a different emergency scenario to the Coronavirus pandemic but the discussions and decision making could be quite similar
