I think it's about even for the number of States who have a front licence plate vs those that don't so it may only be an issue for those that don't.

We were 'told off' by a cop in a supermarket car park - I'd just driven through the rear parking space to the front one in a double row. Normally I do park front in anyway as it's easier to get to the boot.

This is exactly what we do - take a couple of wheelie bin liners.

I can only recall once having a cover in renting 15+ SUV rentals. I think they remove them.
