Looking at another posters thread, have you checked the prices for 3 nights?
Sequoia lodge is very close in price under that scenario in Feb half term.

You can still have plus meal plan in lower hotels. You could stay in DCR or Santa Fe and have premium meal plan if it's what you wanted.

How do you get that..?

I did a few dummy booking for Cheyenne and there was no option to upgrade...

You can only do that if you purchase your plan. You can't upgrade a free one, unfortunately. X
