Some cruise companies send their ships to Europe or Canada, New England during the summer months.
RCI and Carnival definately do the Caribbean all year round, some others too.
Re US travel agent. I have posted previously about Vacations to go now having to charge a $100pp for certain cruise companies for people who have not booked previous cruises with them. Got a very apologetic email from them but they said it was a law passed a couple of years ago. Also found that once taxes, port charges etc are added the cost benefits may be out weighed by lack of consumer protection.

HOW is it so expensive for just 4 nights? I have googled cruises for longer and cheaper? I know I have never been on one but surely I am not being that thick?
