Mickey Mug holder

Has anyone ever made a large Mickey head out of ply or MDF and put hooks on it to hang mugs? Like the one below. How easy was it to cut and how thick was the board? I really really want to make this

That's gorgeous

I would imagine it would be a nightmare cutting circles out without some sort of jig.
I'd be inclined to buy the circles - found these on ebay:
