Have always wanted to try this but I don't have children... looks fun.
Its the only ride in the Universal Parks that I've never been on

56” must be 4ft8. So it must be a no.
I’m assuming this means my 12 year old can’t ride it at all? She’s 5ft 7 (67”) and her sister is currently 4ft 6 (54”). What is the minimum age for a tall child to accompany another child? Or is it a total ban for tall children? (It doesn’t sound like a ride that I’d want to go anywhere near!)

Your partner is 58" tall. In which case, they can only ride if they have someone smaller than them (between 36" and 56") to ride with.
Are you less than 4 foot 8 inches tall? If so, then they can ride with you. If not, then no.

In terms of height, the two of them could ride together. And as there is no minimum age for children to ride at Universal - it's only based on height - I think your two children should be fine to go on this ride together.
There is a statement on Universal's webpage for this ride that says "Under 48" (121.9cm): Supervising Companion Required". Basically, one of the two people riding must be above 48". And it specifically says, "This ride was designed for little ones". At Disney, children must be over the age of 7 to ride alone (and over 14 to enter and wander around the park on their own).
