What he's telling you is not wrong (unless he's catogorized them c1) but you just don't require it doing.
He is inspecting to current regs as he should do but you don't have to comply retrospectively.
If he has given a c1 for the items stated I can only summise that he either he's trying to get easy work out of you or he's not proficient in the job.
Either way I would run a mile.

Thanks for your feedback. Hmmm with the lights though, surely if they are potentially dangerous there is no getting round that? I kind of think we are committed now really as the buyers will have seen the report and they are going to be majorly suspicious if we turn round now and say its not valid.
