That's possibly because they mostly travel to Europe and hardly any European destinations currently on green list due to high infection rates. Looking like mostly long haul destinations at the moment.

That article has been ripped apart by just about everyone who is looking at this. It is predicted by most who are knowledgeable that it will be late June / July at the earliest.

The biggest challenge is that herd immunity needs to be spread across all ages of the population, not disproportionally in the older generations. So not you haven't misunderstood.

France is currently well in the read but it looks like europe's vaccination program is really ramping up now so things could look very different by summer. I have a trip to DLP booked for July which I had pretty much written off but now I think there's a small chance it could go ahead.
