No reason not to choose Either.
Dollar you can pick but has a poor toll policy maybe a line at desk or not no one guess on that.
Avis you can go straight to garage with preferred but could be a line to collect keys.
Depends how much cash is king for your group.
Dollars reviews continue to climb, Avis stay same as a middling supplier.
Enjoy whatever you choose.
Last time in Boston picked Dollar as 100+ cheaper no line desk picked in line nice choice 25 mins from desk to exit.
Last time Tampa Avis to Preferred 2 before us allocated vehicle ok 20 mins desk to exit.
2018 and 2019

I used to use them but now find Alamo much better (also Enterprise, same company). Go straight to car, good toll policies etc.

If anybody had asked me 2 or more years ago would I rent from Dollar then I would have said no

I would now as their fleet has improved as has renters experiences. Sadly Alamo is dropping down the ranks.

Should the visitor toll pass scheme become permanent they will become even more attractive as their toll scheme as it stands is not great value.

Hertz, Dollar and Thrifty are all under the same ownership umbrella.

Will give Thrifty a go normally go with Alamo but don't want to risk upgrade at airport to the Suburban

In some locations Dollar and Thrifty share the same fleet.

We used to use Dollar years ago but after similar experience of being told we didn't have adequate insurance, tolls etc which we were fairly certain wasn't true, we actually asked a passing US police officer for the correct information, they assured us we didn't need the extras and the desk clerk backed down. We have used Alamo ever since and never had any upselling issues at all.
