There doesn't have to be.

There's only one day in a year that will be the 21st of that year. It also happens to be called the 21st January because we start counting the first day of the year from 1st January, but that's irrelevant.

No other day in the year will be the 21st day. So you can't say "the 21st hour, of the 21st day, in the 21st year, of the 21st century" every month of this year. You could only say that yesterday.
