Haven't seen one in donkeys years. However I will caution that we don't do late nights at Epcot during the Food & Wine Festival.

No there aren't. You will find the odd group, especially on a Friday or Saturday, but nothing to write home about. My Mum found a phone in the toilet in UK on our first day at the parks around 7pm and went to take it to a cast member. On way out some drunk woman appeared and started screaming at my Mum that it was her phone and my Mum was the C word. Clearly someone had been served too much and my Mum was completely shaken up by it. We reported it to a cast member as the woman snatched the phone off my mother. It was the only time in years of going we had seen anyone behave this bad. I think people are a little more crazy these days in general but we managed 13 other days at the park without experiencing anyone drunk so I think its a minority.
