Yes you are - I purchased some tequila and some whiskey from Duty Free on our way in. Noone asked me anything and I was carrying the bags as we went through immigation and customs at Dubai airport.

Dubai airport has a huge duty free shop in baggage reclaim to tempt you to part with your cash - also the prices there are often much less than duty free in UK or onboard so worth nipping in their to stock up on gin and champagne (or is that just me ? lol)

Confused by the beach also. Is La Mer beach just a continuation to Jumeirah beach? Are they walking distance of each other? Where would be the best spot by the beach for kids with things to do? Also anywhere with sunsets?
Can’t really help there as I’ve always stayed in hotels with private beach access. However I do know there is a really lovely public beach next to Jumeirah Beach but not sure what it’s called. You will get a great view of the sun setting behind Burj al Arab from there.
My kids go to kite beach regularly when there with their friends who live there
