Valve on the ends check with a piece of white tissue paper, the radiators are only mild steel so rust quick if leaking

It shouldn't be brown. Brown means rust. When the system was filled they should have put a rust inhibitor in to prevent this.
Without it the radiators just rust from the inside out. Get the builder back to sort the leak and put an inhibitor in.

Unless the radiator is leaking on a valve running along the rad, this will inturn rust. Ferris oxide will build on the outside of a rad in no time.

Colin has the right idea. Get a bit of white bog roll and keep dabbing each valve/nut/bleed valve to see where it is wet.

If that fails there can be a pin hole in the back or front of the Rad somewhere. Highly unusual but can happen in the manufacturing process.

I lay odds a valve needs nipping up a bit.

So the heating guy has just been and he doenst think its the radiator.

Its like a brown waxy substance.

He thinks it might be a leak at the window somewhere.

Any other ideas what it could be?

Most weird. If the stuff is coming from somewhere else there must be marks where it has 'tracked' to where it is now.
Can you see anything on the wall behind the Rad or coming down from the window?

As you have a new build have you got one of these behind the Rad where the 2 flexible pipes come out of the wall? I still think it's the pipes or Rad.

However, bottom line is it's the Builders issue to sort out so get the Finishing Foreman to pop in and see you.

Edit. Another thought. Could be a leak in the pipe that's in the cavity and the brown staining is the water picking up the dye from the insulation material.

Thanks Tom! It's all in the Grove in the skirting board and spots over over the carpet. No running on the walls at all.

I keep cleaning the carpet and skirting, and it keeps coming back.

He checked all the parts and rubbed with a wet clothe. He checked the water pressure and said that was fine.

I've messaged the site Foreman and she said she will have a look and see whats happening.
