I don’t think this is a covid thing with regards to Avios bookings. It’s just they never really cancelled flights before, so it wasn’t picked up that this was possible.

BA Revenue Management were always really tight about the release of Avios seats and they did release extras so it has always been possible in a limited capacity. But they have been releasing more in the last few months to encourage BA Executive Club members some of whom have huge numbers of Avios to use and this will result in reducing BA's liability. Something which has been touched on by various bloggers and discussed at great length on Flyertalk. I think it has been brought to the attention of a lot more people who have bookings that have been affected over the extended period of Covid and thankfully gives them some chance of more flexibility in moving their flights.

BA have adapted their T&C's during CV with regard to bookings made with Avios to enable rebooking without redemption seats being available but I can't see it being a permanent feature and like the offer of FTV's I am sure that eventually it will be stopped.
