Mobile This a vest or a top?

One of the weirdest questions for the dibb.
Brother in law has bought the girls this for our Florida holiday.

Not quite sure if it’s supposed to be for under a top or as a top.

Just seen lacey edges... if its very soft maybe it is a vest vest?

I would say a vest because of the lace trim and the bow.

If you're not sure, could it be worn with cotton shorts as night wear? Especially for on holiday when it's warm at night.

ETA - I like the pattern so would be tempted to try and pick the little bow off the front and dress it with shorts for the day time.

Cute - I’d wear it as a top! Bow is just an accessory so I’d leave it (I know it looks a bit vest like but does anyone care these days?)
