given that the stop/start can save 3%-10% I think your car would be exactly the point. 3% of a big (actually low in terms of mpg) number is more than 3% of a small number

Mine's a 2013 fifth gen Camaro, they ran '10 thru '15. Sixth gen Camaro doesn't have stop/start either, and neither do GM's sister companies' V8s. The 2018 V8 Mustang doesn't have it either.
Google doesn't show any hits for big (Yank) V8s having it, though GM had promised it on all models by 2020?... "does BMW M3 V8 have stop/start?" gets no Google hits either, so dunno if the Europeans are ahead or don't bother on big engines? I'm no automotive engineer, so I'm wondering if the job of cranking a big V8 makes stop/start difficult to implement? Edit to add, the Chevy ain't a commuting car (at 19mpg that would be financially ruinous!), and doesn't tend to go on runs where stop/start would be advantageous... plus, the pop on a hot restart (after filling up, for example), whilst childishly enjoyable to me, would no doubt p*ss folks off at the traffic lights! Was announced for the M3 in Feb 2010. I know Jag have it on their V8s also, not sure of others, but I'm pretty sure it's now an EU regulation that all new cars have to have it.
I get what you mean about it not being a commuter car, but you do have to get to your 'fun run'

I used to have a C1 that had stop start and a couple of months ago I bought a new C3 and this doesn’t have to stop start option. I thought it was odd that a newer car didn’t have it and I missed it a little at first. Sometimes traffic is so bad that on my way to work my stop start counter had clocked twenty minutes, so I found it useful then.

TSS does not have any detrimental effect on the engine. Full life cycle tests are carried out to ensure this.
The only reason you can turn TSS off is actually the American market, where they want the ability. However, for Europe the next legislation will make it a mandatory stop start system without the ability to turn it off. Currently, in very cold weather, high temperatures and if driving an automatic, if you put it into sport, TSS is overridden.

Strange I had thought it was an EU reg, but digging a bit further, it seems that it's a method employed by most manufactures to help them meet the EU emission regs, so it's more of a by product rather than an actual requirement.
Some models of the C3 do seem to have it, so either they are using it to give extra economy on those or to meet the emission regulations as the specific engines in use are less clean. Possibly even for both reasons.
