Tipping etiquette scooter hire

We will be hiring a scooter for mum again, but am still a bit confused about tipping. I assume I should tip the delivery driver,. if we get scooter delivery to our villa. Do I also tip on collection?

What about if it is delivered to a Disney Resort and is held by them. We'll be at All Stars for a few days,. So are having one delivered there. Is it the Bell Hop that holds it and do I tip them as we collect it?

Didn't tip my delivery driver on receipt or collection of my scooter. He wasn't looking for a tip either.
